નાના વ્યવસાયકારોને મદદરૂપ થવા માટેની આ યોજનામાં આર્થિક રીતે પછાત વર્ગોના સમુહને પુરતી આવક અને સ્વરોજગારી ની તકો ઉભી કરવા માટે વધારાના ઓજારો/સાધનો ની ટુલ્સ કીટ રૂપે સહાય આપવામાં આવે છે. આ યોજના ગરીબી રેખાની નીચે જીવતી વ્યકિતઓ/કારીગરોની આર્થીક સ્થિતિ સુધારવા માટેની અગાઉની સ્વરોજગાર યોજનાને બદલે 1995 થી શરૂ કરવામાં આવી છે. આમાં ફેરીયા, શાકભાજી વેચનાર, સુથારીકામ વગેરે જેવી ૨૮ પ્રકારના વ્યવસાયો માટે નાના પ્રકારના વેપાર/ધંધા કરવા સમાજના નબળા વર્ગોના લોકો કે જેની કુટુંબની વાર્ષીક આવક નિયત મર્યાદા કરતા ઓછી હોય તેવા લોકોને સ્વરોજગારીની તકો ઉભી કરવા માટે વ્યવસાય માટે જરૂરી સાધન/ઓજાર સહાય ટુલકીટની યાદી મુજબની મર્યાદામાં આપવામાં આવે છે.

આ યોજનામા આવક મર્યાદા માટે નીચે મુજબની 2 શરતો રાખેલી છે.
આ યોજનાનો લાભ લેવા માટે ગ્રામ્ય વિસ્તારના લાભાર્થીઓ માટે જિલ્લા ગ્રામ વિકાસ વિભાગની ગરીબી રેખાની યાદીમાં સમાવેશ થયેલ હોવો જોઇએ. આવા લાભાર્થીએ આવકનો દાખલો રજૂ કરવાનો રહેતો નથી.

આ યોજનાનો લાભ લેવા માટે અરજદારના કુટુંબની વાર્ષિક આવક ગ્રામ્ય વિસ્તાર માટે રૂ.120000/- અને શહેરી વિસ્તાર માટે રૂ.150000/- સુધી હોવી જોઇએ તે અંગેનો તાલુકા મામલતદાર અથવા નગરપાલિકા ચીફ ઓફીસર અથવા મહાનગરોમાં મહાનગરપાલિકાના અધિકૃત કરેલા અધિકારીનો આવકનો દાખલો અચૂક રજૂ કરવાનો રહેશે.
વય મર્યાદા
માનવ કલ્યાણ યોજના નો લાભ લેવા માટે અરજદારઈ ઉંમર 16 વર્ષ થી 60 વર્ષની વચ્ચે હોવી જોઇએ.
