એક અંદાજ મુજબ મોંઘવારી ભથ્થામાં વધારો થવાથી કેન્દ્ર સરકારની તિજોરી પર દર વર્ષે 10,000 કરોડ રૂપિયાનો બોજ પડશે. આ પગલાથી 47 લાખ કર્મચારીઓ અને 68 લાખ પેન્શનધારકોને ફાયદો થશે.
DA Hike: મોંઘવારીથી પરેશાન કેન્દ્રીય કર્મચારીઓને મોદી સરકારે મોટી રાહત આપી છે. વડાપ્રધાન નરેન્દ્ર મોદીની અધ્યક્ષતામાં કેન્દ્રીય મંત્રીમંડળે 1 જાન્યુઆરી, 2022 થી કેન્દ્ર સરકારના કર્મચારીઓ અને પેન્શનરો માટે મોંઘવારી ભથ્થા (DA) અને મોંઘવારી રાહત (DR)માં 3% વધારાને મંજૂરી આપી છે. અગાઉ ઓક્ટોબર 2021માં કેન્દ્ર સરકારના કર્મચારીઓનો DA 28% થી વધારીને 31% કરવાનો નિર્ણય લેવામાં આવ્યો હતો. આ વધારા બાદ ડીએ વધીને 34 ટકા થઈ જશે.

કેન્દ્રીય કર્મચારીઓને બખ્ખાં
હાલમાં કેન્દ્રીય કર્મચારીઓ અને પેન્શનધારકોને 31 ટકાના દરે મોંઘવારી ભથ્થું આપવામાં આવે છે. પરંતુ સરકારે તેમાં 3 ટકાનો વધારો કરીને 34 ટકા કર્યો છે. કેન્દ્રીય કર્મચારીઓને એપ્રિલના પગારની સાથે નવા મોંઘવારી ભથ્થાની સંપૂર્ણ ચૂકવણી કરવામાં આવશે. એપ્રિલ મહિનામાં કર્મચારીઓને છેલ્લા 3 મહિનાનું તમામ એરિયર્સ પણ આપવામાં આવશે. મોંઘવારી ભથ્થામાં 3 ટકાના વધારા બાદ કેન્દ્રીય કર્મચારીઓને 73,440 રૂપિયાથી વધુના એરિયર્સનો લાભ મળશે.
લાખો કર્મચારીઓને ફાયદો થશે
એક અંદાજ મુજબ મોંઘવારી ભથ્થામાં વધારો થવાથી કેન્દ્ર સરકારની તિજોરી પર દર વર્ષે 10,000 કરોડ રૂપિયાનો બોજ પડશે. આ પગલાથી 47 લાખ કર્મચારીઓ અને 68 લાખ પેન્શનધારકોને ફાયદો થશે. વાસ્તવમાં એવું માનવામાં આવે છે કે હોળી પહેલા જ સરકાર મોંઘવારી ભથ્થામાં વધારો કરવાની જાહેરાત કરશે, પરંતુ આ નિર્ણય હવે લેવામાં આવ્યો છે.

તારીખ ૦૧-૦૭-૨૦૨૧થી મળવાપાત્ર થતો મોંઘવારી ભથ્થાનો દસ મહિનાનો તફાવત બે હપ્તામાં ચૂકવાશે. પ્રથમ હપ્તો મે-૨૦૨૨ અને બીજો હપ્તો જૂન-૨૦૨૨ના પગાર સાથે અપાશે.
હાલ ૨૮% મોંઘવારી ભથ્થું ચુકવવામાં આવી રહ્યું છે જે આ ૩%ના વધારા પછી ૩૧% થશે.
૬ઠ્ઠા પગારપંચ મુજબના કર્મચારીઓને ૭% મોંઘવારી દર વધારવામાં આવેલ છે.

મોંઘવારી ભથ્થું બાબતના સમાચાર
The Union Finance Ministry on Tuesday assured that the three installments of withheld allowances for central employees and pensioners would be repaid in the shortest possible time. He also said that the allowance would be paid with effect from July 1, 2021.
સરકારી કર્મચારીઓનું મોંઘવારી ભથ્થું (Dearness Allowance) 11% વધારતી કેન્દ્ર સરકાર
લાંબા સમયથી મોંઘવારી ભથ્થાની રાહ જોઈને બેસેલા કેન્દ્રીય કર્મચારીઓ માટે આજે એક મોટા સમાચાર સામે આવી રહ્યા છે. કેન્દ્રીય કર્મચારીઓના મોંઘવારી ભથ્થા પર લાગેલી રોક કેન્દ્ર સરકારે હટાવી લીધી છે. અને કેન્દ્ર સરકારે મોંઘવારી ભથ્થું 17 ટકાથી વધારીને 28 ટકા કરી દીધું છે તેવી માહિતી સુત્રો દ્વારા પ્રાપ્ત થઈ રહી છે. ઉલ્લેખનીય છે કે કોરોનાને કારણે કેન્દ્ર સરકારે કર્મચારીઓના ડીએ અને પૂર્વ કર્મચારીઓના મોંઘવારી રાહત પર રોક લગાવી દીધી હતી. કેન્દ્રીય કર્મચારીઓને 1 જુલાઈથી મોંઘવારી ભથ્થું મળશે.
બુધવારે પીએમ નરેન્દ્ર મોદીની આગેવાનીમાં મળેલી કેન્દ્રીય કેબિનેટની બેઠકમાં આ મોટો નિર્ણય લેવામાં આવ્યો હતો. હવે કેન્દ્ર સરકાર દ્વારા ડીએ વધારી દેવામાં આવતાં કેન્દ્રીય કર્મચારીઓને સપ્ટેમ્બરથી બમ્પર સેલરી આવવાની આશા છે.
કોરોનાને કારણથી કેન્દ્ર સરકારના કર્મચારીઓ અને પેન્શનકર્મીઓને એક જાન્યુઆરી 2020, એક જુલાઈ 2020 અને એક જાન્યુઆરી 2021માં મોંઘવારી ભથ્થા અને મોંઘવારી રાહતના 3 હપ્તા પર રોક લગાવી દીધી હચતી. તેનાથી 50 લાખથી વધારે કર્મચારીઓ અને 61 લાખ પેન્શનર્સને ફાયદો થશે.
શું હોય છે મોંઘવારી ભથ્થું?
મોંઘવારી ભથ્થું પગારનો એક હિસ્સો હોય છે. આ કર્મચારીની મૂળ વેતનના એક નિશ્ચિત ટકા હોય છે. દેશમાં મોંઘવારીની અસરને ઓછી કરવા માટે સરકાર પોતાના કર્મચારીઓને મોંઘવારી ભથ્થાની ચૂકવણી કરે છે. તેનાથી સમય-સમય પર વધારવામાં આવે છે. રિટાયર કર્મચારીઓને પણ તેનો લાભ મળે છે.
લાખો કેન્દ્રીય કર્મચારી અને પેન્શનર્સ માટે મોંઘવારી ભથ્થાને લઈને રાહતના સમાચાર આવ્યા છે. સરકારે આ માટે મંજૂરી આપી દીધી છે. પણ તેના માટે કેન્દ્રીય કર્મચારીઓ અને પેન્શર્સને બે મહિના રાહ જોવી પડશે. એક વાત તો નક્કી છે કે, કેન્દ્રીય કર્મચારીઓ સપ્ટેમ્બરના પગારમાં મોટો વધારો થવાનો છે.
સપ્ટેમ્બરથી વધેલુ DA, DR મળવાનું શરૂ થઈ જશે
નેશનલ કાઉન્સિલના જણાવ્યા અનુસાર કેન્દ્રીય કર્મચારીઓને મોંઘવારી ભથ્થા અને પેન્શર્સની મોંઘવારી રાહત વધારામાં થોડો સમય લાગશે. કેબિનેટ સેક્રેટરીની આગેવાનીમાં નાણા મંત્રાલયે DOPT સાથે બેઠક કરીને આ નક્કી કર્યુ છે કે, DA, DR સપ્ટેમ્બર 2021માં થઈ જશે.
વધીને કેટલો થઇ જશે DA
હવે જોવાનું એ રહ્યું કે, સપ્ટેમ્બરથી પુન:સ્થાપન બાદ કેન્દ્રીય કર્મચારીઓ અને પેન્શનરોને DA, DR ની કયા દર પર મળે છે. JCM સચિવ શિવ ગોપાલ મિશ્રાએ આ અંગે જણાવ્યું કે, ‘જાન્યુઆરી 2021 અને જુલાઇ 2021 ના બંને મોંઘવારી ભથ્થાઓ (DA) ની જાહેરાત સપ્ટેમ્બર 2021 માં કરવામાં આવશે. એટલાં માટે કેન્દ્રીય કર્મચારીઓ અને પેન્શનરોને બે મહિનાની રાહ જોવી પડશે.
32% થઇ શકે છે DA
જો કે, તેઓએ જણાવ્યું કે, સાતમા વેતન આયોગના DA કેલ્ક્યુલેશન અનુસાર, જાન્યુઆરી 2021 થી બાકી DA ઓછાંમાં ઓછું 4 ટકા થઇ શકે છે. ત્યાર બાદ જુલાઇ 2021નું DA 3 અથવા 4 ટકા થઇ શકે છે. એટલાં માટે જ્યારે DA, DR નું પુન:સ્થાપન થઇ જશે. તો વર્તમાન DA 17 ટકાથી ઉછળીને 31 ટકા અથવા તો પછી 32 ટકા થઇ જશે. જાન્યુઆરી 2020 માં DA 4 ટકા વધ્યો હતો જ્યારે જૂનમાં મોંઘવારી ભથ્થું 3 ટકા વધ્યું હતું.
આવી રીતે થશે DAનું કેલકુલેશન
જાન્યુઆરી 2020 4%
જૂન 2020 3%
જાન્યુઆરી 2021 4% (અંદાજીત)
જૂન 2021 3 કે 4% (અંદાજીત)
સપ્ટેમ્બરમાં પુન:સ્થાપિત પછી કુલ DA = 17% + 4% + 3% + 4% + 3 OR 4% = 31% કે32%
28% થયું DA
જો કે, આજે તારીખ 14 જુલાઈ 2021ના રોજ કેન્દ્ર સરકારે ડીએ 28% જાહેર કરેલ છે.
ત્રણ મહિનાનું DA પણ સપ્ટેમ્બરના પગારમાં આવશે
જ્યાં સુધી મોંઘવારી ભથ્થાના ત્રણ હપ્તા (જાન્યુઆરી 2020, જૂન 2020 અને જાન્યુઆરી 2021)ની વાત છે તો તે પણ સપ્ટેમ્બરમાં આપવામાં આવી શકે છે. સરકાર 2021થી ઓગસ્ટ 2021નું એરિયર પણ સપ્ટેમ્બરની સેલરીમાં આપશે. તેનો અર્થ એ છે કે કેન્દ્રીય કર્મચારીઓની સપ્ટેમ્બરની સેલરીમાં બંપર વધારો થશે. એટલે કે દિવાળી પહેલા જ કર્મચારીઓના બેંક એકાઉન્ટમાં મોટી રકમ જમા થશે.

In a written reply to the Rajya Sabha, Minister of State for Finance Anurag Thakur said that the central government had saved Rs 37,430.08 crore from the inflation allowance withheld during the Koro crisis. Which was used in the fight against the Corona epidemic. લાંબા સમયથી મોંઘવારી ભથ્થાની રાહ જોઈને બેસેલા કેન્દ્રીય કર્મચારીઓ માટે આજે એક મોટા સમાચાર સામે આવી રહ્યા છે. કેન્દ્રીય કર્મચારીઓના મોંઘવારી ભથ્થા પર લાગેલી રોક કેન્દ્ર સરકારે હટાવી લીધી છે. અને કેન્દ્ર સરકારે મોંઘવારી ભથ્થું 17 ટકાથી વધારીને 28 ટકા કરી દીધું છે તેવી માહિતી સુત્રો દ્વારા પ્રાપ્ત થઈ રહી છે. ઉલ્લેખનીય છે કે કોરોનાને કારણે કેન્દ્ર સરકારે કર્મચારીઓના ડીએ અને પૂર્વ કર્મચારીઓના મોંઘવારી રાહત પર રોક લગાવી દીધી હતી. કેન્દ્રીય કર્મચારીઓને 1 જુલાઈથી મોંઘવારી ભથ્થું મળશે.
બુધવારે પીએમ નરેન્દ્ર મોદીની આગેવાનીમાં મળેલી કેન્દ્રીય કેબિનેટની બેઠકમાં આ મોટો નિર્ણય લેવામાં આવ્યો હતો. હવે કેન્દ્ર સરકાર દ્વારા ડીએ વધારી દેવામાં આવતાં કેન્દ્રીય કર્મચારીઓને સપ્ટેમ્બરથી બમ્પર સેલરી આવવાની આશા છે.
કોરોનાને કારણથી કેન્દ્ર સરકારના કર્મચારીઓ અને પેન્શનકર્મીઓને એક જાન્યુઆરી 2020, એક જુલાઈ 2020 અને એક જાન્યુઆરી 2021માં મોંઘવારી ભથ્થા અને મોંઘવારી રાહતના 3 હપ્તા પર રોક લગાવી દીધી હચતી. તેનાથી 50 લાખથી વધારે કર્મચારીઓ અને 61 લાખ પેન્શનર્સને ફાયદો થશે.
શું હોય છે મોંઘવારી ભથ્થું?
મોંઘવારી ભથ્થું પગારનો એક હિસ્સો હોય છે. આ કર્મચારીની મૂળ વેતનના એક નિશ્ચિત ટકા હોય છે. દેશમાં મોંઘવારીની અસરને ઓછી કરવા માટે સરકાર પોતાના કર્મચારીઓને મોંઘવારી ભથ્થાની ચૂકવણી કરે છે. તેનાથી સમય-સમય પર વધારવામાં આવે છે. રિટાયર કર્મચારીઓને પણ તેનો લાભ મળે છે.
લાખો કેન્દ્રીય કર્મચારી અને પેન્શનર્સ માટે મોંઘવારી ભથ્થાને લઈને રાહતના સમાચાર આવ્યા છે. સરકારે આ માટે મંજૂરી આપી દીધી છે. પણ તેના માટે કેન્દ્રીય કર્મચારીઓ અને પેન્શર્સને બે મહિના રાહ જોવી પડશે. એક વાત તો નક્કી છે કે, કેન્દ્રીય કર્મચારીઓ સપ્ટેમ્બરના પગારમાં મોટો વધારો થવાનો છે.
સપ્ટેમ્બરથી વધેલુ DA, DR મળવાનું શરૂ થઈ જશે
નેશનલ કાઉન્સિલના જણાવ્યા અનુસાર કેન્દ્રીય કર્મચારીઓને મોંઘવારી ભથ્થા અને પેન્શર્સની મોંઘવારી રાહત વધારામાં થોડો સમય લાગશે. કેબિનેટ સેક્રેટરીની આગેવાનીમાં નાણા મંત્રાલયે DOPT સાથે બેઠક કરીને આ નક્કી કર્યુ છે કે, DA, DR સપ્ટેમ્બર 2021માં થઈ જશે.
વધીને કેટલો થઇ જશે DA
હવે જોવાનું એ રહ્યું કે, સપ્ટેમ્બરથી પુન:સ્થાપન બાદ કેન્દ્રીય કર્મચારીઓ અને પેન્શનરોને DA, DR ની કયા દર પર મળે છે. JCM સચિવ શિવ ગોપાલ મિશ્રાએ આ અંગે જણાવ્યું કે, ‘જાન્યુઆરી 2021 અને જુલાઇ 2021 ના બંને મોંઘવારી ભથ્થાઓ (DA) ની જાહેરાત સપ્ટેમ્બર 2021 માં કરવામાં આવશે. એટલાં માટે કેન્દ્રીય કર્મચારીઓ અને પેન્શનરોને બે મહિનાની રાહ જોવી પડશે.
32% થઇ શકે છે DA
જો કે, તેઓએ જણાવ્યું કે, સાતમા વેતન આયોગના DA કેલ્ક્યુલેશન અનુસાર, જાન્યુઆરી 2021 થી બાકી DA ઓછાંમાં ઓછું 4 ટકા થઇ શકે છે. ત્યાર બાદ જુલાઇ 2021નું DA 3 અથવા 4 ટકા થઇ શકે છે. એટલાં માટે જ્યારે DA, DR નું પુન:સ્થાપન થઇ જશે. તો વર્તમાન DA 17 ટકાથી ઉછળીને 31 ટકા અથવા તો પછી 32 ટકા થઇ જશે. જાન્યુઆરી 2020 માં DA 4 ટકા વધ્યો હતો જ્યારે જૂનમાં મોંઘવારી ભથ્થું 3 ટકા વધ્યું હતું.
આવી રીતે થશે DAનું કેલકુલેશન
જાન્યુઆરી 2020 4%
જૂન 2020 3%
જાન્યુઆરી 2021 4% (અંદાજીત)
જૂન 2021 3 કે 4% (અંદાજીત)
સપ્ટેમ્બરમાં પુન:સ્થાપિત પછી કુલ DA = 17% + 4% + 3% + 4% + 3 OR 4% = 31% કે32%
28% થયું DA
જો કે, આજે તારીખ 14 જુલાઈ 2021ના રોજ કેન્દ્ર સરકારે ડીએ 28% જાહેર કરેલ છે.
ત્રણ મહિનાનું DA પણ સપ્ટેમ્બરના પગારમાં આવશે
જ્યાં સુધી મોંઘવારી ભથ્થાના ત્રણ હપ્તા (જાન્યુઆરી 2020, જૂન 2020 અને જાન્યુઆરી 2021)ની વાત છે તો તે પણ સપ્ટેમ્બરમાં આપવામાં આવી શકે છે. સરકાર 2021થી ઓગસ્ટ 2021નું એરિયર પણ સપ્ટેમ્બરની સેલરીમાં આપશે. તેનો અર્થ એ છે કે કેન્દ્રીય કર્મચારીઓની સપ્ટેમ્બરની સેલરીમાં બંપર વધારો થશે. એટલે કે દિવાળી પહેલા જ કર્મચારીઓના બેંક એકાઉન્ટમાં મોટી રકમ જમા થશે.
